THE EVOLUTION OF THE INTERSTATE NATURAL GAS FACILITY APPROVAL PROCESS

The study examines the process by which natural gas transportation and storage facilities are approved to provide service in interstate commerce in the United States. The study presents a review of the evolution of the process from the Natural Gas Act of 1938 through the present. The review examines the process from the perspective of how the process advances the sometimes disparate public policy objectives of regulatory and legislative bodies as well as the impact of the changing structure and market conditions for natural gas and energy commodity markets.
