Steven Fine is a Vice President with ICF International’s Energy and Resources Practice. At ICF, Mr. Fine’s work has concentrated on evaluating the impact of developing environmental regulations on existing and new energy resources. Within this context, he has extensively analyzed the impact of CO2 mitigation policies on power sector economics, the impact of these regulations on compliance strategies for existing assets, and the relative role that different resource types might play. Mr. Fine also led the electric sector analysis of the Regional Greenhouse Gas Initiative (RGGI).
