Improvements are needed in QA/QC processes for natural gas pipeline design and construction to ensure that pipeline projects are designed and constructed both efficiently and optimally. Issues that may significantly impact pipeline projects which should be evaluated include changing and inexperienced workforce, limited available resources, inadequate project planning and communication, inadequate procedures and documentation/tracking.
The purpose of the workshop is to examine the performance of all parts of the value chain on building interstate natural gas pipelines. The goal is to determine what was done well and not so well in the past year, and what could we do better moving forward pertaining to all aspects of building a pipeline. this will be achieved by first working on the industry teamwork and collaboration skills . We then will hear “perceived” viewpoints from “selected” representatives from the different stakeholders (PHMSA, FERC, Public, Pipeline Operators, Suppliers and Contractors) on successes and failures. These stakeholder groups will individually discuss these viewpoints and augment the concerns. Then the participants in the meeting will be mixed for additional dialogue to extract out the “real” problems, possible root causes, and solutions. These round table discussions will then be shared with the participants and critical issues will be identified. Possible solutions will be discussed and action items will be identified. The meeting will be summarized and an action plan will be devised for the PHMSA public meeting regarding construction that is scheudled for April 2009.
