INGAA Foundation Government and Public Affairs Workshop

 

In order to facilitate better public awareness about natural gas as a safe, reliable, environmentally friendly source of energy, the INGAA Foundation will engage the public relations and government relations specialists within the member firms to discuss potential industry level advocacy efforts.

On May 30, 2008, industry specialists were asked to respond to the following questions:

1.       What are the top three issues or problems you face in dealing with: A) the public and/or B) the government-- whether it be Federal, state or local-- during project development or project construction?

2.       What new information, data, or messaging to ‘sell the natural gas brand’ would help you solve these problems or overcome these obstacles?

A product of the workshop is a public communication document titled "Why an Interstate Natural Gas Pipeline?" which contains information about interstate natural gas pipelines and why they are being proposed at locations around the country.  It provides data on the benefits of natural gas, increased domestic production and environmental and safety oversight of the industry, as well as highlights INGAA’s Commitments to landowners.

The Foundation will hold a workshop to begin review, discuss and create approaches to resolve the issues raised.  The results will be discussed during the INGAA Foundation Planning and Strategy meeting in August as the topic relates to at least one of the potential studies.

    The INGAA Foundation's Government and Public Affairs Task Force developed the document: "Why an Interstate Natural Gas Pipeline?" as a basic communication document to explain, to the interested public, some important points regarding natural gas and why a pipeline might be proposed or constructed in an area. The document provides basic background information on: the benefits of natural gas; pipelines as a safe transportation mode and essential part of the US economy; growing domestic supplies which are creating the need for more transportation; and some of the environmental and safety responsibilities of the regulated transportation companies as well as their commitment to landowners. The document is intended to be used as a handout at open houses or other events where interstate natural gas pipeline projects are being discussed.

    On July 17, 2008 members of the INGAA Foundation’s Government and Public Affairs Task Force met in Baltimore to discuss communication issues facing the industry. They discussed ways to better advocate natural gas and natural gas pipelines and established key messages to focus on, as well as suggestions for ways to communicate these messages. The result of the workshop is the formation of a Messaging Work Group that will use their company’s in-house expertise to focus on creating advocacy materials.

    This document (referred to hereafter as “the Plan”) provides a framework of messages and opportunities that will assist INGAA, INGAA Foundation members and operators in the interstate natural gas transmission business to better communicate with a variety of key constituencies. The Plan is designed as a comprehensive reference piece to benchmark and better focus the on-going communications efforts of INGAA and its member companies. It is designed to combine perceptions, messages and recommendations into a “one stop” reference tool to help various entities in the natural gas transmission business speak with a unified tone and tenor.
