INGAA Foundation Workshop: Business Risks and Opportunities in a Carbon Controlled Environment, September 21, 2007

On September 21, 2007, the INGAA Foundation sponsored a workshop to examine the commercial opportunities and challenges for the natural gas pipeline industry in a carbon constrained future.  Speakers included experts from the energy industry who discussed the emerging regulatory environment, carbon sequestration, and the nature and potential liabilities of the carbon market, including offsets and allowance prices.

    Ken Havens is the Director of the Source and Transportation business at Kinder Morgan CO2 Company, L.P. in Houston, Texas. He manages the operations of the McElmo Dome and Doe Canyon CO2 source field, 1,700 miles of CO2 and Crude Oil pipelines in Colorado, New Mexico and Texas. He has over 28 years of experience in the pipeline industry. Early in his career he worked as a Field Engineer, Chief Inspector, and Project Manager on various gathering, compression and mainline pipeline projects. Ken became the operations manager at Akron, Colorado in 1985 and managed various field locations in Colorado, Iowa, New Mexico, and Texas over the next 16 years. He moved to the CO2 group as Director of Source and Transportation in March of 2001. Ken holds a Bachelor of Science degree in Civil Engineering from New Mexico State University. He is a registered professional engineer in the State of Illinois and a longstanding member of the American Society of Civil Engineers.

    Jim Gooding is a Senior Consultant with Black & Veatch (B&V) and works in the Lukens Energy Group division of B&V's Enterprise Management Solutions. He has over ten years of energy industry experience with his efforts focused mainly on fundamentals affecting wholesale markets in natural gas and electric power. His specific areas of specialization include weather- and climate-related risk management, energy resource planning, and business process-improvement strategy. Prior to joining LEG, Mr. Gooding was Vice President of Operations for the ImpactWeather business unit of Universal Weather & Aviation, Inc. In that position, he supervised weather forecasters serving the energy and transportation industries, directed research and analysis in support of weather risk management for energy exploration and petrochemical operations, and developed process improvements for 24/7 global client services.

    Anna Marie Wood is a Partner with Porter & Hedges, L.L.P. After ten years with the United States Environmental Protection Agency (EPA), Anna Marie Wood practices environmental law with special emphasis on air quality issues under the Clean Air Act, including air quality policy development, legislation, administrative, compliance and enforcement matters. Ms. Wood has worked with industry, Federal and State agencies and national environmental and other non-governmental organizations to resolve environmental conflicts and design and implement innovative and cost-effective approaches to improve air quality. She has received numerous awards and honors for exceptional work while at EPA and as in-house counsel for energy companies in Houston.

Previously Molly has managed the development of emission reduction projects in the Philippines. Here, Molly was responsible for all local aspects of project development, including liaising with regulatory agencies in order to validate project activities. She also led the EcoSecurities through the incorporation of EcoSecurities Philippines Inc. and increased the pipeline of project opportunities. Now based in the San Francisco Bay area, Molly is a Fulbright Scholar and holds a degree from Stanford University.     Joel Bluestein is Senior Vice President of ICF International and is a nationally recognized expert on the impacts of environmental and energy regulation, with over 30 years of experience in the energy and environmental arenas. Prior to January 1, 2007, he was President of Energy and Environmental Analysis, Inc., now an ICF International company. He has been directly involved in the development of most of the recently developed emission trading programs and participates in the national debate on new environmental policies and their energy implications. He has testified before the Senate Environment and Public Works Committee on natural gas supply issues and their implications for multipollutant regulation of the electric generating sector. He has proposed a variety of innovative mechanisms for crediting energy efficiency and renewables technologies in emission trading programs. Some of his ideas on design of technology-forcing cap and trade programs have been adopted by the National Council on Energy Policy and the Northeast Regional Greenhouse Gas Initiative (RGGI). Mr. Bluestein has authored numerous reports including a study for DOE on innovative approaches to better align the nation’s goals for clean air and clean energy. His work has included technology and market assessment work, R&D planning, energy conservation project analysis and long term energy demand forecasting, among other topics.
